ICTR refers another case to Rwanda

The International Criminal Tribunal for Rwanda (ICTR) has referred to Rwanda the case file of Charles Ryandikayo who is alleged to have played a key in the 1994 Genocide against the Tutsi.Ryandikayo was a businessman in the former Kibuye Prefecture. He is among fugitives still at large. His case is the sixth the Tribunal has referred.In a statement issued by the head of the Fugitive Tracking Unit, Jean Bosco Siboyintore, he welcomed the court’s decision.“We are happy that our efforts are now yielding good results as this is another step forward. This will be a good precedent for other national jurisdictions to refer to when granting extraditions to Rwanda,” the statement read. Other cases the Tribunal has referred to Rwanda include that of Flugence Kayishema, former Inspector of Judicial Police in Commune Kivumu, Charles Sikubwabo and Ladislas Ntaganzwa both former Bourgomastres of Gishyita Commune in Kibuye and Nyakizu Commune in Butare, respectively.The four are still at large and if apprehended, they will immediately be transferred to Rwanda.Other cases that have been transferred to Rwanda include that of Bernard Munyagishari who is still in custody at the Arusha based tribunal. Munyagishari appealed the decision of his transfer to Rwanda which will be decided by the Appeals Chamber.Jean Uwinkindi was the first person to be transferred to Kigali where he is currently battling with his pre-trial hearing in the intermediate court.Uwinkindi was transferred on April 19.
