Editor,I am replying to the letter, “Kigali needs modern, affordable houses for low-income citizens”, published in The New Times on June 7.I totally agree with Peter, author of the above-mentioned letter, and his point about the need for affordable, modern housing for low-income citizens is well put. I, however, have some observations about the need for the plan [provided it’s implemented]. It seems like it will be a waste of land. The reason I say this is the fear that the move might take us in a severe crisis of space shortage.Why can’t we think of space management and then build flats to accommodate a big number of people in a small area?
