Editor,This is in reaction to the story, “Drive to increase TV penetration launched”, (The New Times, March 22).I don’t exactly understand this. Imagine few years ago Government touring and campaigning to explain the workings of cell phones verses fixed lines as if people wouldn’t know. There are some things that just don’t need campaigns. Target will self develop as content becomes accessible, meaning that if a signal is available in an area, people will acquire television sets of course. However, overall, ICT literacy and awareness is very interesting.Albert, Kigali
