Editor, It was interesting to read Carlos Mwizerwa’s article titled “ Rwanda towards a Paperless society.” (The New Times, March 11). E-mboni, which was launched by the Ministry of Youth and ICT together with the Rwanda Development Board, is one such solution which will definitely create waves in the near future.It is a known fact that society, by and large, is reluctant to adopt radical change. But with the strong focus the Government of Rwanda attaches to ICT, it will not be long before the Rwandan society adopts E-mboni.The Department of Immigration, for example, has very effectively embraced electronic processing of Visas. This online visa application process has proved to be most efficient and does away with having to submit paper visa applications.Apart from cutting down on paper costs and having to submit documents through a courier or a local agent, which is again a cost to the visitor, the Immigration’s Online Visa Service section responds most efficiently and completes the necessary formalities in record time.The new Rwanda should continue to innovate and devise appropriate solutions in her quest for excellence.Clarence Fernandes
