Officials from districts that fall within the City of Kigali have been challenged to expeditiously implement different government programmes to lift city dwellers out of poverty.According to Francine Tumushime, an official from the Ministry of Local Government, programmes such as Ubudehe, VUP-Umurenge and One Cow Per-Family, commonly known as Gir’inka, should not only be promoted in villages because there are many city residents who remain poor. “The mission is to ensure that all poor and vulnerable men, women and children are guaranteed a minimum standard of living and access to core public services,” she said.The official was speaking, yesterday, at a meeting that brought together different vice mayors together with city authorities and officials from the Ministry of Local Government. “You have to base on personal analysis considering the category of people you want to support such as families with many children, families of people with disability, widows and other vulnerable groups,” Tumushime said.She said people who can work are provided with the opportunities for escaping poverty, and that increasing numbers of people are able to access risk sharing mechanisms that protect them from crises and shocks.
