Editor, This is a response to the story, “ICTR speaks out on Genocide cases in France”, (The New Times, February 21).In fact, what we appear to have here is the ICTR bending backwards in every way possible to defer to a French Government that has demonstrated disinterest in justice for the victims of the 1994 Genocide against Rwanda’s Tutsi, while leaning very hard on Rwanda, which has already demonstrated its readiness to scrupulously abide by its engagements with the same ICTR. Yet another piece in a tapestry shows the ICTR has less to do with justice and is just another tool in the hands of powerful states, like France, who pay its bills, appoint its officials and drive its agenda and operating methods.Mwene Kalinda, Kigali
