The Rector of the Higher Institute of Agriculture and Animal Husbandry (ISAE-Busogo) Dr Charles Karemangingo has been suspended due to what has been termed as poor performance.A letter dated July 6, 2012 relieving him of his duties says that Karemangingo had consistently demonstrated serious mismanagement and insubordination to the ISAE Board of Directors.“You have expressed insubordination despite efforts by the Ministry of Education and other institutions such as the Public Service Commission to help and guide you comply with the Institution’s mission,” the letter reads in part.The letter, signed by Education Minister Dr Vincent Biruta says that the Vice Rector in charge of Academic affairs and Research Dr Laetitia Nyinawumwiza takes up the position pending a final decision by the relevant authorities.Karemangingo assumed office in November 2007. However, his contract was extended amid allegations of embezzlement according to a source. The source said, the suspended rector is embroiled in a scandal that saw the cost of the construction of the main administration block inflated from the initial Rwf700m to Rwf1.2bn. “His reign at the institution has been characterised by unlawful dismissal of some workers while others were recruited in a shoddy process,” said an employee who preferred anonymity.
