The Public Service Commission (PSC) has urged district administrators in the Eastern Province to respect laws and decrees regarding recruitment and dismissal of staff.Angelina Muganza, the Executive Secretary of PSC made the call yesterday at a one day workshop that attracted districts’ Vice mayors in charge of Social Affairs, Executive Secretaries, Directors of Human Resource and Provincial officials,.Muganza, who led a team of legal advisors, said the main purpose of the workshop was to highlight the best ways in the management of public servants.She said administrators were supposed to respect the rights of public employees, so as to live harmoniously with them.“It guards against conflicts, grievances, indiscipline, etc, and paves way for proper management,” she said.There have been a number of cases, where workers were dismissed breaching what the law protecting workers in the districts stipulates.PSC said most cases characterised by favouritism, were evident in institutions that pay highly, like Vision 2020 Umurenge Programme (VUP) and Mutuelle de Sante.Louis Munyiginya, Director of Human Resource in Kirehe District, challenged PSC to champion the empowerment of HR managers so that they get fully involved in recruitment and dismissal of workers.“My observation is general, but it is a sad reality that Directors of Human Resources have been reduced to writing letters of either appointment or dismissal. In such cases, our presence is useless,” he said.
