EASTERN PROVINCE RWAMAGANA — The Social Security Fund of Rwanda (CSR) has earmarked about Frw21 billion for various investments in the Eastern Province. Africa Lamba, the Director of Investment and Special Project said CSR has the responsibility to build a strong financial base to maintain the real value of workers benefits. “CSR has therefore identified seven projects in the Eastern Province in which it is going to invest close to Frw21 billion in the next five years. The projects include constructing CSR district building, building hostels in Nyagatare, mortgage projects in Nyagatare and Rwamagana, investing 33% in the Rwanda distillery Project and land development project in Bugesera,” Lamba said. He was presenting their targeted goals contained in the performance contract for the year 2008. The ceremony that was attended by all Mayors in the Province and Directors of several institutions in the province was held at Hotel Derva in Rwamagana on Monday. Lamba added, “We call upon area residents and business men to fully participate in the development of their area. They can initiate and identify more projects and offer certain contribution so that CSR can invest by contributing the remaining percentage depending on its budget”. Speaking at the function, Dr. Ephraim Kabaija the provincial Governor urged Mayors to play a vital role in development of their districts rather than waiting for CSR. “CSR is only an investment partner in development, but you Mayors are responsible for fostering development in your districts. Before you call on CSR to invest in your district first organise yourselves. Organise local business people, local companies to buy shares in the investment venture and then call on CSR to supplement by buying certain shares,” Dr. Kabaija said. The governor commended CSR for the developmental ventures in the province. He however, warned that he would not entertain activities that only remain on paper. Godfrey Kamukunde, CSR Provincial coordinator urged all employers to register their employees’ salaries with CSR and to always timely pay their staff’s contributions. Kamukunde pointed out that although CSR has achieved a lot it still faces challenges including low coverage rate, low levels of peoples’ incomes, problem of transferring workers’ contributions from the region, outdated laws and false declaration by certain employers. He observed however, that CSR will continue its sensitisation campaign and research to make the company the best service provider. He appealed for excellent collaboration of all stake holders to achieve this purpose. Ends
