Editor,The Institute of Research and Dialogue for Peace (IRDP) is right to pioneer a debating forum. But, there is a fine line between doing paid research and promoting a culture of research. Stella Mugabo of Public Sector Capacity Building Secretariat says they have built the national capacity. But we are being evaluated by an Oxford Based Professor! Lacking our own academicians to conduct a Policy Evaluation is a national disgrace. Where is capacity built then? Where is the capacity of Rwanda Institute of Administration and Management (RIAM), National University of Rwanda (NUR), Kigali Independent University (ULK), School of Finance and Banking (SFB) etc?
