FIFA will discuss the possibility of allowing teams to use a fourth substitute in extra time when its rules-making panel meets next month. The International Football Association Board is also set to decide in London on March 3 which goal-line technology systems will proceed to a scheduled second round of testing. A final decision to approve goal-line technology can be taken in July. Fifa’s Asian vice president Prince Ali of Jordan also will ask the panel, known as IFAB, to relax safety rules and allow Islamic female players to wear a hijab headscarf. IFAB, comprising four British associations plus Fifa delegates, will also consider amending the so-called “triple punishment” of awarding a penalty, red card and suspension for certain fouls.
