Editor, The idea to introduce performance contracts is certainly a good initiative because it creates a sense of competition among leaders who work to deliver services to the people. Evidence on the ground indicates that districts have achieved a lot under the performance contracts and ordinary people have been able to hold their leaders accountable. However, it has been noted that some leaders show good results then fall back in the next evaluation. For instance, Gicumbi District performed well in 2010 when it emerged second best but fell back to 27th position the following year! Leaders must not be complacent. Maureen IribagizaKanombe
