Dear editor, Though I am not a practicing lawyer, I would like to vehemently accuse pedestrians in Kigali, with negligence. If you saw how they respond to traffic lights, you would imagine that they want to commit suicide. Someone crosses a road without bothering to see if the traffic lights are green or not. This is suicidal! At first I thought it was a case of people who came from villages because they would be justified to some extent. But to my dismay, even the so called city people behave in the same way. I therefore call upon the police to organise INGANDO (A SHORT COURSE) and teach people who walk on Kigali streets, some basic traffic laws. This will save unnecessary loss of lives and injuries. I am sure drivers too share the same idea with me because most of them are highly punished when they knock an irresponsible pedestrian. Kimisagara
