Why did KCC repaint street lights?

Editor,I would like to inquire why the Kigali City Council authorities opted to repaint the newly installed street-lights white, while removing the lower blue coat.I think this was uncalled for as the blue and white colours made the poles look more colourful. The white only paint looks dreary. And since the KCC logo is mainly blue, this should have been more outstanding.
