President Paul Kagame on Friday, March 24, appointed senior leaders in various positions including the new Minister of Youth as well as the permanent secretary of the same ministry and heads of institutions. A statement from the Office of the Prime Minister announced the appointment of Abdallah Utumatwishima as the new Minister of Youth and Parfait Busabizwa as Permanent Secretary (PS). Busabizwa was the Executive Secretary of the Southern Province. In the same statement, other changes were made in the Ministry of Foreign Affairs and International Cooperation (MINAFFET) where Maj Gen Charles Karamba was appointed as envoy of Rwanda to Angola. Vincent Karega was appointed as Ambassador of Rwanda to the Kingdom of Belgium. Before that he served as Rwanda’s envoy to the Democratic Republic of Congo. Richard Masozera was appointed envoy of Rwanda to the Czech Republic. Masozera previously served as High Commissioner of Rwanda to Kenya. Youth Minister Rosemary Mbabazi was appointed as High Commissioner of Rwanda to Ghana. Also, Martin Ngoga, the former Speaker of the East African Legislative Assembly (EALA), was appointed High commissioner to Kenya. Sheikh Abdul Karim Harerimana is going to be the ambassador of Rwanda to Indonesia. Among other changes made in the Ministry of Foreign Affairs saw Nkubito Manzi Bakuramutsa appointed envoy of Rwanda to the Republic of Korea and Eugene S. Kayihura ambassador to the kingdom of Saudi Arabia. John Mirenge was named as the new envoy to the United Arab Emirates and Fatou Harerimana was appointed the High commissioner to Tanzania and Emmanuel Hategeka High commissioner to South Africa. The Rwanda Development Board (RDB) also got a new Deputy Chief Executive Officer (CEO), Nelly Mukazayire. She has been the Rwanda Convention Bureau (RCB) boss. Janet Karemera was designated as the CEO of RCB together with her new Deputy, Candy Basomingera. Furthermore, the office of the President gets new leaders with Valens Uwineza appointed as Deputy Director of Cabinet along with Mauro De Lorenzo who will serve as Executive Director of the Strategy and Policy Council.
