Editor,The news that the UN Security Council, last week, reappointed Hassan Bubacar Jallow as the Prosecutor of the Tanzania-based International Criminal Tribunal for Rwanda (ICTR), for a three-year term did not surprise me.Bubacar Jallow has tried to bring to book suspects of the 1994 Genocide against the Tutsi.
