Public servants urged to utilise capacity building fund

The Public Sector Capacity Building Secretariat (PSCBS) recently met with public servants in a campaign aimed at creating awareness on the functioning of the Capacity Building Fund (CBF). During the meeting, representatives from various government institutions were trained how to access the funds, their disbursement and procedures for applying. According to Peter Malinga, the Technical Services Coordinator at PSCBS, government institutions need to know what CBF offers, who is eligible and how to submit their requests. “We want government institutions to learn who can benefit from this fund. CBF is for the government and all public servants are eligible beneficiaries. Both management and staff members are beneficiaries,” Malinga explained. He, however, emphasised that public servants must be recommended by their respective institutions to benefit from CBF. Malinga stated that capacity building was vital for every institution because it produces quality managers out of quality education. He further stressed that PSCBS neither implements nor offers training but is rather a coordinating agency. He noted that one of the agency’s biggest challenges is that almost all civil servants who request for training usually want to travel abroad yet there are institutions within the country or region that offer similar training. “We should first exhaust regional institutions before we think of going abroad…there is some training we can get at a cheaper cost either in the country or within the region,” Malinga advised. Alphonse Kalinganire, the CBF Coordinator, noted that besides financial support, CBF also offers technical advice and consultancy services. Ends
