Report cites mismanagement in Muhanga health centre

MUHANGA- A report by the District Council Committee in charge of Economic Development has unearthed cases of mismanagement and poor administration in health centres within the district. The revelation was made during a council meeting held last week. The council cite Gasagara health centre in Rongi Sector as a typical example of a centre marred by mismanagement and poor administration. Committee chairman, Belthélemy Kalinigabo, said that the audit indicated that the leaders of the health centre were involved in corruption, flouting of procurement procedures and misuse of funds. The council resolved that the problem should be streamlined with the concerned partners in health and those indicted should be discontinued from their jobs as investigations begin. The council also disagreed on the land allocation. Bernardin Ndashimye, one of the councillors, contested the commission’s report which suggested that the land can be given out. He said much as land should be handed over for development purposes, the appropriate procedures have to be followed. “The issue of handing out land should be streamlined, we need to put up a standard procedure and consult with the land bureaus. This should be done through open bids to allow all willing residents to participate in the acquisition,” the council’s vice president, Laurien Iyambere said. Other issues discussed included; lack of funds to clear debts totalling Rwf70m the district owes to the contractors who built classes for the 9Year basic education (9YBE). Other debts are salary arrears for retrenched district employees, uncompensated residents for impending construction of the Nyabarongo Hydro power project, and unpaid road construction entrepreneurs. The council resolved that 9YBE arrears be paid from the contribution of residents, a list of debtors be made and funds solicited. The council also made a resolution to put more efforts in meeting the higher targets set in the next national evaluation of district performance contracts. Ends
