EASTERN PROVINCE GATSIBO — An accountant of Rugarama Sector has been detained by police in Gatsibo district for alleged embezzlement. Donacien Nsengiyumva, was arrested last week after allegedly failing to account for Frw3,221,350 million. The arrest reportedly followed a report of the district internal auditor, which revealed that Nsengiyumva embezzled the money, and was responsible for a missing mobile telephone handset. The money not accounted for was reportedly collected from the sale of mobile handsets which were given to the sector to be sold to residents on credit, though some were paying cash. It emerged that instead of banking the money on the district account, the accountant pocketed the money raised from over 4,526 mobile phones. The government of Rwanda acquired the mobile phones through Rwanda Development Bank. Because the phones are tax free, many poor people can now afford to posses handsets which are being sold at Frw12,450 cash, and Frw13,526 if one is paying in installments of Frw2,150 per month. Ends
