NORTHERN PROVINCE MUSANZE-Residents of Musanze district have been implored to collectively participate in implementing performance contracts from household level. The call was made yesterday by Gov. Boniface Rucagu, during the district celebrations for beating other districts in the province, and emerging second, in implementing last year’s performance contracts. In an extra ordinary convention, at the district stadium, hundreds of residents, witnessed the colourful ceremony marked by traditional songs, students’ parade, poems, dance and get-together, in which the mayor symbolically handed three trophies received from the Ministry of Local Government, to the governor. Rucagu cautioned the local authorities against redundancy in order to maintain the first position. He said future challenges call for concentration on the country’s vision, and economic transformation, by focusing on performance contracts as a cornerstone for change and development. The day’s theme echoed the impact of decentralisation, where local residents are involved in governance and decision making. The mayor Céléstin Karabayinga noted that involving the public in celebrating the trophies was to highlight their contribution to the achievements. “We presented the trophies before residents in order to encourage them to work hard towards their livelihoods,’’ Karabayinga said. He noted that despite prolonged effects of insecurity caused by infiltrators in the late 1990s, Musanze has managed to strive towards positive change. Ends
