Africa experiencing growth in trade and investment - Kagame President Paul Kagame has said that Africa is witnessing growth in trade and investment as conflicts decline on the continent. The Head of State made the remarks, on Thursday, while opening the 42nd session of the Commonwealth Parliamentary Association (CPA) African Chapter, at the Parliament Buildings in Kimihurura. In line with the theme of the conference “consolidating growth and development,” President Kagame, said that the African continent has registered commendable gains in the past decade and these need to be consolidated. Genocide suspect transferred to Arusha The recently arrested Genocide suspect and former head of the Interahamwe militia in the Western Province, Bernard Munyagishari, has been transferred to the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania. The suspect was arrested late last month in an operation mounted by DRC armed forces, in collaboration with the ICTR Office of the Prosecutor’s Tracking Unit in Kichanga, North Kivu. The accused is alleged to have recruited, trained and led Interahamwe militiamen in mass killings and raping Tutsi women in Gisenyi and beyond, between April and July 1994. ICTR Registrar, Adama Dieng, hailed the DRC authorities for their cooperation in executing the warrant of arrest and processing the transfer of the accused to Arusha to face prosecution. Born in 1959 in the then Rubavu Commune in the Western Province, Munyagishari was arrested pursuant to an international arrest warrant issued by the tribunal in 2005. PM tours Rulindo Rulindo District is one of the best performing districts in the country and was voted the most conducive for investors, outside Kigali City. The Prime Minister noted that the district is clear model of where Rwanda is heading. “There are projects in this district that have changed people’s lives. If you look at the change that has been realised in the education sector, they are commendable. All children are now going to school,” he added.Makuza cautioned Rulindo residents not to be obstructed by detractors, saying that such statements are only meant to divert their minds. At the beginning of his tour, Makuza visited poultry and cattle farms belonging to Jean Marie Vianney Ngiruwonsanga and Theophile Mushimimana’s before embarking on a tour of wheat terraces in the area. The Premier called on the local leaders to adequately address issues raised by the residents. CHUK gets €1.2m C-T Scan Kigali University Teaching Hospital (CHUK) has acquired a state-of-the-art C-T Scan.CHUK is the second hospital in the country to acquire the equipment, after King Faisal Hospital, Kigali. In an exclusive interview with The New Times, the Director of CHUK, Dr. Théobald Hategekimana, confirmed the development. “We are now making sure that doctors who will operate the machine are competent and by next month, we shall be able to provide scanning services,” Hategekimana said.The hospital has been experiencing challenges due to lack of this specialised equipment and according to the director; some patients had to incur high costs to obtain the service at KFH. He said that the scanner will save patients who previously had to pay between Rwf 60,000 and Rwf 750,000 depending on the area of the body to be scanned. 7,000 police officers decorated Rwanda National Police (RNP), on Thursday began an exercise to award 7,000 police officers with medals for their outstanding service in the force at a ceremony that coincided with the force’s celebrations to mark its 11th anniversary. The exercise began last year when President Paul Kagame awarded medals to five officers in and out of service, and requested that the exercise continues. The event held at the police headquarters in Kacyiru and presided over by Fazil Musa Harelimana, the Minister of Internal Security, saw about 23 officers decorated. The exercise will continue within different units. Among those honoured is the Deputy Inspector General of Police, Stanley Nsabimana, who was awarded with the Long Service and Good Conduct medal. Commissioner for Criminal Investigations Department, ACP Christophe Bizimungu, Police Spokesperson, Supt. Theos Badege and CIP Rose Muhisoni, were also granted the Police Exemplary Service medal. Harelimana commended the force for its general outstanding performance in executing its duties. He appealed to the decorated officers to uphold the exemplary performance. 18 students arrested over forgery According to Police Spokesman, Theos Badege, the students were arrested on Wednesday after claiming they had cleared their school fees. “So far we have realised that the forgery started in January and the estimated money lost is about Rwf 3.7million,” said Badege. He however added that the exact amount lost will be determined through an audit that is yet to be carried out. “The students used false bank slips they bought from criminals to claim that they cleared school fees yet they did not. A bank slip of Rwf100, 000 is sold at Rwf 60, 000,” said the Police Spokesman. He, however, added that the police are still tracking down the mastermind of the forgery. Ends
