EALA grants legislators leave to introduce private Bills

The East African Legislative Assembly (EALA) has allowed six Members of Parliament to introduce Private Members’ Bills. This was announced yesterday at the end of the 5th meeting of the 4th session in Arusha, Tanzania. According to a statement by the body, a total of seven key Bills are expected to be introduced in the House in the coming sittings for debate. If passed, they will be duly submitted by the Speaker of the Assembly to the Heads of State for assent into Community Laws. Among the legislators who were granted leave is Odette Nyiramilimo who will introduce a Bill titled “The East African Community Conflict Bill 2011. It aims at checking conflicts through establishment of a conflict management commission at the EAC. James Ndahiro will table two bills; “The East African Sectional Ownership Bill and the East African Electronic Transactions Bill, 2011”. Frederic Ngenzebuhoro will table a bill that seeks to harmonise modalities of electing members to the East African Legislative Assembly. The Assembly also granted leave to Dan Wandera Ogalo to introduce a fresh Bill on elections; The “Elections Bill 2011. Patricia Hajabakiga will table The East African Community Polythene Bags Control Bill, 2011″ which aims at conserving the environment through the use of biodegradable materials. “The East African Parliamentary Institute Bill 2011″ will be introduced by Hon. Dora Byamukama. The Institute which is at its inception stages and spearheaded by EALA, hopes to address capacity building needs for parliamentary staff and other stakeholders in the region. In December 2010, the house adopted a resolution moved by Hon. Ngenzebuhoro urging Partner States to quickly undertake concrete policies for adequate housing for all EAC citizens. Article 59 of the treaty establishing the East African Community empowers any Member of the Assembly to propose any motion or introduce any Bill in the Assembly. Ends
