Evaluation of employees’ performance must be fair

Editor, I wish to express my concern about how employees’ evaluation performance has been conducted in the past. Several voices have expressed dissatisfaction with the manner the exercise is being carried out. It is not done in a transparent way and as a result, some competent employees end up being victimized. Though the move by the Minister of Public Service and Labour to revise the salary structure is highly commendable, we need a credible, honest and straightforward approach. I propose that the duty to assess employees’ performance or competence before their salary increment should not be left to the heads of public institutions only. The line ministry should appoint an external committee to work hand in hand with the heads of public institutions to avoid malice. Complaints have been rife that some superiors use evaluation exercises to purge employees who are unfriendly to them without considering the competence factor. With external participation, I believe no employee will cry foul after the exercise. Frank GakwayaNyamagabe
