Editor, The Permanent Secretary in the Ministry of Local Government, Eugene Balikana, has threatened to prosecute false beneficially students of the Fund for the Support for Genocide survivors (FARG). What does the law say? I do not condone the conduct of the students, but I think prosecuting close to 20,000 students who stole from the system may be hard. It would be easier to go for the leaders, who may have orchestrated the blemish than going for the students. Since the students have already been deleted from the new register, this is enough punishment. Concerned parent Bugesera
