District auditors to harmonize system

Rwamagana-District auditors in the Eastern Province say they have come up with a uniform format to facilitate effective auditing of development projects in their respective districts. Mathias Mbabazi, the Regional Auditor, revealed this yesterday while addressing auditors drawn from the province’s seven districts. The official said that the importance of audit planning cannot be over emphasized, adding that an efficient and effective audit system can only be performed, if the audit has been thoroughly and properly planned. He added that the district auditors looked at issues which were raised by the Auditor General and came up with workable solutions. “We have developed a uniform audit format for all the districts...and auditors will be facilitated with communication and transport while on assignment,” he said. “We have also agreed to put all our paperwork in one language; English. Financial reports will be given in time. For purposes of efficiency, all sectors will deposit daily, all revenues collected.” Emmy Mwunvaneza, the Nyagatare District auditor, said that the new initiative will provide solutions to delays of implementing development programmes. He said that the tendencies of delaying contracts must be addressed by all parties concerned, in time, to speed up any given project. “If there is a project to undertake, let the two parties determine their obligations to one another in time, to avoid unnecessary delays. We shall be following up closely,” he said. Jean Marie Makombe, the Districts Development Coordinator in the Province, said that adequate audit planning will ensure that appropriate attention is given to crucial areas of the audit and that potential problems could be identified on a timely basis. He particularly requested the auditors to establish why the Community Development Fund (CDF) is never fully utilised by the districts. “CDF is never utilised, yet we remain with unaccomplished projects to help the poor. This is a weakness among others that auditors must address,” he said. Ends
