The Mayor of the City of Kigali Dr Aisa Kirabo Kacyira has lashed out at leaders who only wait for instructions from their superiors to execute duties assigned to them. The mayor made the remarks on Sunday during the closure of a three-day retreat for Kigali City local leaders and councillors at the Akagera Game Lodge, Kayonza District in the Eastern Province. Why should you wait for permission from another leader to close a poorly built church that will in a few days kill thousands of people? she asked the councilors from the three city districts of Nyarungenge, Gasabo and Kicukiro. The 2008 retreat was aimed at among other issues; discuss the efficiency and effectiveness of service delivery in the city as well as improving investment climate. Kirabo urged the leaders to always make thorough analysis and explanations before expropriating residents from different residential areas. She called on the councilors not to wait for capacity training programmes but embrace the culture of reading, which said can improve their leadership skills. On self employment, the mayor called on local leaders to sensitise Rwandans on creating jobs other than waiting to be employed. We should be a source of aspiration to the people we lead and this can only be done if we start thinking of how our people can be self employed, she said. The President of the Council of the City of Kigali, Titien Muberangabo, was upbeat about the retreat saying it would lead to more investments in the city. He also added that the city would promote programmes such as basket-weaving, reintegration of disabled children in schools, among others A campaign to Eradicate Genocide ideology in families and promotion of debates in schools were some of the other issues discussed at the retreat.Ends
