MIFOTRA begins study on new salary structure

KIGALI - The study to design a new salary structure for both public and private institutions has begun, Anne Mugabo, the Director General of Labour and Employment in the Ministry of Public Service and Labour (MIFOTRA) has revealed. The three-month exercise will put in place a minimum wage that an employee can earn when working in either private or public institutions. Mugabo said that 519 institutions across the country would be approached by the consultant firm, Credit and Risk Solutions Bureau, which was tasked to carry out the study. “The firm will conduct an extensive review of existing policy and laws on the current wage statistics, standard of living, secondary sources and dialogue with policy bodies, and propose the sectors and their initial rate of minimum wage for workers.” Mugabo said. “In this operation which will be cross-cutting in both private and public institutions, we will get to know how much money one should earn and come up with a harmonized salary policy.”Mugabo urged the firms that will be approached to cooperate during the study. According to Mugabo, once the new structure is set, it will minimize employee exploitation and ensure better social protection to workers under the framework of human rights. “The cost of living now is very high, so this policy will help to match the new wages with the current situation. It will also help foreign investors set the right salaries for the employees, we did not a salary structure for foreign investors before,” Mugabo said adding that the move is also aimed at removing pay imbalances in various sectors.
