SOUTHERN PROVINCE MUHANGA — the Muhanga district council has rejected the 2007 financial report that was presented by the district administrative committee this Wednesday 23rd. The council members claimed that the report was unprofessional and substandard and presented late. “The council has refused to look at the financial report because it was handed in late and no time given to read through before presentation. It is possible that there are mistakes and the council sees irregularities in formulation-which needs to be re- worked on,” Francois Xavier, Mbabazi the council chairman said. He added that the report is set to be re-presented on September 8 bearing detailed explanations. The meeting held at the district council also saw members of the council storming out of the meeting without coming to a conclusion, a meeting that carried on through the whole day. During the same meeting, the council also fired ten cell executive secretaries from Kabacuzi, Cyeza, Nyabinoni, Kibangu, Nyarusange, Rongi, and Rugendabali sectors for alleged extortion of public taxes, corruption, illegal ferrying of trees and absconding from duty. The sacked employees are; Anastasie Kabarongi, Olive Uwemeyimana, Philemon Munyampenda, Daria Mukarugina, Nicodème Munyagatare and Madeleine Muhutukazi. Others are; Sosthène Munyemana, Fortunée Mukesharugo, Collette Ntawuzitetaho and Lucie Nirere. Also on agenda of the meeting was discussing the need to uproot the rampant genocide ideology, analysis on ghost-workers, and misuse of funds by local leaders. In Kiyumba, the executive secretary (André Twahirwa) is alleged to have extravagantly used funds (Frw138000) by hiring employees to perform office duties on grounds of lack of computer/typing skills, according to an internal audit. On genocide ideology, the council resolved that visiting the Kigali memorial site would boost the drive against the genocide ideology. The council also approved Celse Gasana as the new district executive secretary, replacing Samuel Mbarubukeye-who was relieved of his duties in April 2007 after soliciting an illegal Frw3million from the district budget, to study Master in Law under the University of Butare. Corneille Mugiraneza was also approved as the new director of Infrastructure replacing Benoit Mureramanzi-who is currently imprisoned in Muhanga prison for forging credentials of a master’s degree testimonial to support his CV.
