Can someone explain all the digging?

Dear Editor, Driving along Kigali roads is becoming more and more interesting. Every other day, there are people digging across the tarmac road. Can someone explain what is going on and why the digging, or for that matter when it will end? I must say, however, I am impressed by the fact that those digging actually work for around the clock. It at least shows the mind about road users.
