Over Rwf50b ‘lost in tender irregularities’

A new report by Transparency Rwanda has revealed that the Government lost Rwf 50,431, 286, 635 in tendering irregularities. The report bases its findings on the 2008 Auditor General’s report and lists 16 districts that registered massive losses. “Gasabo District leads with the biggest amount not accounted for. Rwf 12, 239, 359, 019 was not accounted for in Gasabo District,” reads the report. Justifying how the money was lost, the report indicates that the district incurred an overall loss of Rwf 990 million because of unplanned projects. It adds that the overall errors recorded from the books of accounts of Gasabo amount to over Rwf5 billion. “Kicukiro District comes second in massive irregularities while Nyamagabe and Kayonza districts register the least number of irregularities,” reads the report. The report also indicates that there were various instances where performance guarantees provided by the bidders for tenders awarded were discovered to be forged when enforcing these guarantees with the banks. Some fraud in the award of tenders is a result of tenders not being reviewed by internal tender committees, the report says. Most of the losses highlighted in the report may have actually been used effectively; however, there was poor bookkeeping and lack of support documents. Ends
