Clarification on the new Laissez Passer

I would like to make some clarifications to the article titled.‘‘Government issues electronic Laissez Passer” which was published in The New Times of October 11th, 2010. The new Laissez-passer is neither a permit nor a provisional passport, and is different from a passport. The new laissez-passer will be machine readable, with a computerized issuance system and user friendly. It will replace the current one, which is issued manually and not user friendly. A permit is a document issued to foreigners residing in Rwanda for various reasons. The new Laissez Passer will be a booklet and machine readable but not an electronic document. It will hold security features which will make it more secure and difficult to be counterfeited. Also, the old CEPGL travel document which had been suspended due to the fact that it bore colors of old Rwandan flag, will be replaced by a new one which reflects the current national symbols. Likewise the CEPGL travel document will not be electronic as stated in the article. The CEPGL travel document is issued to Rwandans and non nationals residing in Rwanda who wish to travel to CEPGL member states.
