Researcher dismisses UN report

KIGALI - The United Nation Human Rights Mapping Report is nothing but a hidden agenda to assassinate the truth about the genocide in Rwanda, and cover up the guilt of the UN and genocidaires, according to Tom Ndahiro, a renowned researcher on Genocide. In an interview with The New Times on the report which alleges that Rwandan troops committed atrocities similar to Genocide in the DRC, Ndahiro said that the report released on October 1 serves as “a blueprint” for revisionism. “Based on a torrent of comments and interpretations made, both before and after its publication, there is a consistent tendency indicating the report was done to benefit the génocidaires and their supporters,” “Likewise, it became evident to me that the Mapping team had many, if not all members, who are either ignorant of what led to the Genocide against the Tutsi and its after effects or just serving the deniers’ agenda,” Ndahiro said. Ndahiro said that the intent of the report is to revise history and make it understood the other way, in what looks like a desperate plan to assassinate the truth and run away from responsibility. “It is as if they wished that Rwanda had abandoned its responsibility to protect its people and bring them back safely to their country and instead of relying on truth, they manufactured their own truth and witnesses who are not credible, from the forests of Congo and NGO’s that may even be funded by elements guilty of genocide crimes in Rwanda,” Ndahiro said. According to the 30-page document the Government of Rwanda forwarded to the UN to be included in the controversial report before it could be published, over three million refugees were repatriated after the Genocide, over a million of these being Rwandans who fled the country into the then Zaire after the genocide. The other 1,763,828 Refugees were from Uganda, Burundi, and Tanzania. Ndahiro says that the mere fact that the report produced by the Office of the UN High Commissioner for Human Rights ignores the role of Rwandan forces in repatriating the refugees is a sign that the plan was to create a balance between génocidaires and the Rwanda government by labelling both of them as killers. “Allegations that the RPA was involved in acts amounting to Genocide in Congo-Zaire, were made to legitimize perpetrators of the most dreadful crime in Rwanda. The assumption made is simple, “if we did it and others did it, therefore we are all the same,” Ndahiro observes, adding that it’s a service to “rehabilitate the genocidaires”. He further argues that a Genocide like the one perpetrated against the Tutsi in Rwanda in 1994 is planned and carried out by governments with such policies, usually lasting for decades but not manufactured in reports using misrepresentations as the UN wants the world to believe. “It happened in Nazi-Germany and in Rwanda during Kayibanda and Habyarimana’s regimes. It is not a crime that is manufactured in reports using misrepresentations and misinformation from the jungles of DRC and NGO offices in Europe and America,” Ndahiro further observes. He accused Human Rights Watch (HRW) head, Kenneth Roth, in his recent press release of moving a step further than the UN to rather implicate or incriminate the Rwandan forces by avoiding qualifiers such as “alleged” that the UN report used. “In absolute terms Roth is quoted saying “Rwandan troops and their Congolese allies committed massive war crimes against humanity, and large numbers of civilians were killed in total impunity,” “The language from organisations like HRW, the Spanish foundation S’Olivar matches the bigotry exuded by extremists like Victoire Ingabire Umuhoza and her organisations RDR or FDU Inkingi,” Ndahiro further says. He warned that Genocide should not be part of fundraising ventures for pseudo-experts and NGO’s that seem to have adopted methods of destruction and destabilisation. Rwanda contested the report, terming it “flawed and dangerous” and a threat to regional stability. Ends
