Rwanda has come up with strategies of negotiating in the East African community common market. Three subcommittees have been tasked to discuss the proposals and report to the national high level task force. The move comes after East African Community wants free movement of persons and labour, goods, service and capital by 2010. Free movement of persons and labour issues will be handled by the Immigrations, Social Security Fund, Ministries of Public service, Internal affairs, Local government and Land. While Ministries of Finance, Commerce, Infrastructure, Rwanda Investment and Export Promotions Agency, the national bank, Rwanda Revenue Authority, and private sector are to handle free movement of goods, services, capital and other economic and monetary policy issues. Prudence Sebahizi, Rwanda’s executive secretary of regional integration committee proposed that each subcommittee can meet 14 days (on average) well as the high level task force can also meet for seven days in a month. Cross cutting provisions and institutional reforms are to be handled by Ministries of Justice, Foreign Affairs, Parliament, Supreme Court and Rwanda Environmental Management Authority. Ends
