The former Executive Secretary of the Public Sector Capacity Building Secretariat (PSCBS) Charles Karake has been arrested. Sources confirmed Karake’s arrest yesterday but no details concerning reasons for his arrest were available by press time. Both the Police and the Prosecution could neither deny nor confirm the arrest of Karake. However, sources said he was arrested yesterday morning, possibly over issues related to mismanagement of the institution he left a fortnight ago. Karake was at the helm of the institution since its inception in 2005 before cabinet recently accepted a resignation he had earlier tendered in. Initially, he served as Director General of Human Resources and Institutional Capacity Development Agency (HIDA), which later turned into PSCBS. He also served in a senior position within Kigali city Council. Ends
