Editor, The government issuing, through the National Bank of Rwanda, a fourth treasury bond worth Rwf2.5 billion on the secondary market is exciting news. What is particularly exciting is the high interest rate. The treasury bond which has been issued will attract a coupon rate of 9.5 percent. That is a very high rate of interest.
