Where is my driving permit?

Editor, I paid for my driving permit on the 10th of October 2008 in Butare without any problem. Problems arose when I tried to actually get it. When I learnt that the new permits had arrived in Butare, I reported eagerly to the police station hoping to get my new driving permit. But to my shock, I wasn’t on the list; when I complained, I was told to go to the Kigali Traffic headquarters.
