Cultural icon arrested over defilement Police is holding a cultural genius, Kalisa Rugano for reportedly defiling a 16-year old girl (names withheld), The New Times has learnt. Rugano, now detained at Remera police station, was arrested December 4 when the girl reported the matter to Criminal Investigation Department (CID).
