KARONGI- Rubavu district has emerged the best tax collector in Western Province after netting Rwf232 million in the second quarter of this year. Between July and September 2009, Rubavu collected over Rwf232m while Rusizi followed closely with a total income of Rwf136m. According to statistics released by Rwanda Revenue Authority (RRA), Nyamasheke district came third with collections amounting to Rwf121m, while Ngororero district was the worst performer with paltry Rwf27m. Unveiling the performance report to district heads yesterday, RRA Western Province regional coordinator, Everest Ntaganda blamed the poor performance on poor and uncoordinated leadership. “As much as our institution has targets of increasing revenue to maximum figures, districts have not done enough to help us achieve this,” Ntaganda said. He challenged them to step up efforts to reverse this, giving advice on how best to achieve their goals. Joseph Hakizimana, the Ngororero district director of finance, blamed the district’s poor performance on unreliable sources of revenue which he said in most cases do not guarantee a steady economic growth.
