Grass root leaders most corrupt - anti graft body

The chairperson of Transparency International-Rwanda chapter, Marie Immaculee Ingabire, has urged the government to also focus its attention to the low levels of leadership. Speaking to The New Times at the conclusion of the national anti- corruption week, Ingabire said that she has observed that more attention was being given to high profile government officials leaving the lower local government authorities having a field day.
