CSR swears in bailiffs to boost pension compliance

The Social Security Fund of Rwanda (CSR) yesterday swore-in eight 98 to increase compliance of paying security contributions by institutions across the country. During the swearing, Jacqueline Bakamurera, the Deputy Attorney General who officiated on behalf of the Attorney General, congratulated the new bailiffs and cautioned them to strictly consider honesty and efficiency while executing their responsibilities. The Attorney General also doubles as the Minister of Justice. “Just knowing about the law is not enough… you need to exchange ideas,” she said after the ceremony that was held yesterday at the CSR premises in Kacyiru. Initially, the pension body had five bailiffs whom Innocent Rurangwa, the Human Resource Manager, said were overwhelmed by covering the entire country. “The number of bailiffs has now increased to 103. We want every CSR worker to become a bailiff for the non-compliance problems we are currently faced with,” said Innocent Rurangwa. He could not however readily give the amount of money that is being lost through non-compliance but said it was a “huge amount.” The appointment of bailiffs is provided for under ministerial order 117/11 decreed on September 23 2009 under article 199. The bailiffs first underwent a two-month legal training at the Institute of Legal Practice and Development in the Southern Province. Rurangwa said that failure by companies and institutions to comply with the social security requirements, the bailiffs will have the power to confiscate property belonging to the defaulters. Ends
