Is MONUC a fair arbitrator in Eastern Congo?
Editor, Reading The New Times issue that ran yesterday, I was left wondering whether the United Nations mission to the Eastern Congo, which happens to be the biggest and most expensive UN Peacekeeping mission in the world, is doing its job as a neutral arbitrator.
