Kabandana denied bail appeal

Kigali’s High Court seating in Nyamirambo has thrown out a bail appeal by the former Director General of Rwanda Institute of Administration and Management (Riam), Marc Kabandana. Kabandana’s bail application had earlier been turned down by the lower court mid last month. The presiding judge, Charles Gatwaza, yesterday maintained the decision by Nyarugenge Intermediate Court. “There is no reason why the court should give bail. Given the weight of the crime, there is a possibility that evidence can be tampered with,” the judge said. The Intermediate Court had ruled that Kabandana and his co-accused be remanded for 30 days before trial begins.The co-accused include; Faustin Mugisha, in charge of Administration and Finance (DAF), Annet Mbabazi an accountant and businessman Dominique Rwaka. It is alleged that Kabandana, is responsible for the loss by government of Rwf 286 million in shoddy tenders. Recently, prosecution spokesman Augustin Nkusi, said in a press conference that between 2008 and 2009, Kabandana withdrew Rwf 14 million in unjustified allowances and paid out Rwf 272 million to a ghost Construction Company that allegedly carried out renovation works on the institute’s premises.
