Musanze - Premier Bernard Makuza has come down hard to the local authorities fuelling conflicts and trading intrigues among workers saying that such people have no room in leadership. He said this during a meeting he held with district, sector, cell leaders and leaders of different organizations from Musanze district, a part of his ongoing tour of the Northern Province. “You should be at the forefront of promoting development, welfare and good governance. How can you succeed when you are working in an environment of conflicts and intrigues?’’ Makuza asked. The Prime Minister’s remarks come a fortnight after conflicts and misunderstandings rocked Musanze district when the District Mayor, Celestin Karabayinga, locked horns with the District Executive Secretary, Oswald Habiyaremye. Makuza called upon the leaders to stop being the problem but rather seek a solution to the problems in the district. He cautioned that the recent misunderstandings had negative effects on the district’s development. The conflicts resulted in the resignation of Habiyaremye who was accused of insubordination and creating divisions among the district workers. “When elephants fight, it’s the grass that suffers,” the Prime Minister said. On the construction of classrooms to accommodate students enrolled under the Nine-Year Basic Education programme, Makuza called upon the leaders to speed up the process and ensure proper use of the materials.
