RUBAVU – The State Minister for Primary and Secondary Education, Mathias Harebamungu, has cautioned local leaders to desist from embezzling funds meant for construction of classrooms. “We had budgeted Rwf38 billion for the construction programme but due to budgetary constraints we have been allotted Rwf10.8 Billion--meaning that I will not tolerate any leader who will be involved in embezzling and mismanaging the little we have,” Harebamungu told Rubavu and Nyabihu district leaders, on Tuesday.
