Presently, there is general talk about poverty reduction in the country. The programme seems to be crippled because the means of reducing poverty cannot be realized without providing the poor with loans that can in turn be used in various ventures which can help in boosting up their economic status. How can this be achieved when facilitating the poor to get loans without necessarily presenting securities to the banks, micro finance or cooperative societies is literally impossible? If there is need to group members in the cooperative societies first, then the masses should be made aware and facilitated for; in terms of all the procedures and regularities that are entailed in lending out money. All the hindrances therefore must be eliminated if the millennium goals are to be registered. Development had been crippled, because implementation had not been put into consideration. Let the masses be taught extensively about the program. Any stumbling block towards the path of acquiring the loans should be removed. As long there is a proper way of making a follow up towards the utilization of the loans, then it is safe for both the bank and individual. An evaluation team should be set up to over look the success of the programme, and iron out areas that have not yet worked as anticipated. Nyabugogo
