Govt delays workers’ lay-off

The proposed lay-off of government officials has been delayed by the evaluation process.The Permanent Secretary in the Ministry of Public Service, Marcelline Mukamurangwa said that the evaluation process which was expected to be complete by July, 24 was delayed by the signing of performance contracts (Imihigo). “We are still evaluating employees. This is a process that should have ended last week but happened to coincide with Imihigo hence its delay. We are hoping that it will be complete by the end of this week,” Mukamurangwa said. The Public Service Minister, Anastase Murekezi recently revealed that the restructuring plan under which hundreds of employees in the civil service will lose their jobs, will base on the performance of each employee vis-à-vis their job description. “Non-performers will be sacked while performers will be retained. Every government organ will evaluate its employees and the lay-off procedure will base on the evaluation reports from these institutions,” Murekezi is quoted as having said. According to officials, the reforms will also introduce new posts such as advisors to the Senate president, Speaker of Parliament, Chief Justice and Prime Minister. 18 analysts, 28 researchers in the Office of the President and the Prime Ministers office, 4 regional auditors, 346 experts at all central institutions and 36 customer care officers in different institutions have been proposed.
