Jean-Guy Afrika has been appointed the new Chief Executive Officer of Rwanda Development Board (RDB), as announced by the office of the Prime Minister on January 13. Afrika replaces Francis Gatare who was appointed to the position in September 2023 and returned to the Office of the President as Senior Advisor in December 2024. Prior to the appointment, Afrika, a seasoned public policy expert, was serving as Acting Director of the Regional Integration Coordination Office at the African Development Bank since December 2021. Before joining the Bank, he worked as Senior Policy Expert with the East African Community, and Director of Export Promotion at the Rwanda Investment and Export Promotion Agency, where he supported several policy and institutional reforms to improve Rwanda’s business environment and sustain export growth. At the East African Community, he supported the adoption and implementation of protocols, policies, and regulations by partner states that deepened regional integration. Afrika holds a Master of Arts degree in International Commerce and Policy from George Mason University. He is an alumnus of executive programs in trade, leadership, and negotiations from the Harvard Kennedy School, Oxford University, and the Graduate Institute of Geneva.
