In the ministry of finance, Ariane Zingiro took over as the Head of National Development Planning and Research, a position earlier held by Kabera (Jan 2013 - Dec 2024). A long serving public servant, Kabera has more than 17 years of experience in strategy formulation, monitoring and evaluation in the development sphere. An economist and business professional, Kabera also previously served as Director Policy Evaluation and Research (2011 – 2013). He has been extensively involved in crafting various strategies including the revised Rwanda Vision 2020, the Economic Development and Poverty Reduction Strategy (phase I and phase II) as well as the first National Strategy for Transformation (NST1), at national level. Kabera was also part of the team that worked on the Rwanda Vision 2050 elaboration.
