EASTERN PROVICE KABARORE—Residents in Gatsibo district are bitter about the inconvenience they go through in trying to access Rwanda revenue services in the district. This is because the district has not established Rwanda revenue authority offices and relies on those in Nyagatare for such services. When people from as far as Muhura come to the district for travel documents and other important documents, they are asked to first pay and get revenue receipts. But when they ask for the revenue offices, they are referred to go to Nyagatare which is another district. “We are always referred to Nyagatare for the revenue receipts and this is really an inconvenience for those of us who come from far” says John Kabera from Muhura. A revenue officer at Nyagatare who preferred enormity confirmed the fact that Gatsibo district residents are always sent to Nyagatare. “However an arrangement was put in place to cater for people in Gatsibo district and we have been going there once every Tuesday, though right we are short of man power” General conditions of revenue services within other districts in the country, especially at the local level, have improved considerably and this has created stronger incentives for them to perform. However little has been done to improve revenue authority services in Gatsibo district and the Baturage who come from the many sectors of the district continues to suffer while trying to access these services. The Rwanda revenue authority system must balance and integrate in some way the many capabilities that it has developed in order for the organization or system to create value for others. In decentralization process, the major objective is to take the services close to the people and this has always been Rwanda Revenue Authority’s. Ends
