Kicukiro in drive to recover 272m debt

KICUKIRO - In a bid to recover outstanding debts in taxes from companies and citizens making up its tax base, Kicukiro District has embarked on building a database for its tax information. According to Kicukiro District Revenue Officer, Rogers Ndoba, some of the tax payers have consistently defaulted on district taxes. He says that about Rwf 272 million is uncollected from the different district taxable portfolios. “We have been facing a problem of poor coordination and inadequate follow ups due to absence of a stable information link. However, with the building of our revenue data base, the process is going to be quick and efficient.” Paul Jules Ndamage, the Mayor of Kicukiro District, said that tax defaulters are not going to be tolerated because they frustrate the district’s plans which are expected to be accomplished by that revenue. “We shall use all the possible measurers to track them (tax defaulters) down.” According to the district, the database is almost complete and will be linked to all the 10 sectors that make up Kicukiro district. Each sector has 2 revenue officers and one of these is charged with loan recovery, and these are the ones who will be updating the data base and following up defaulters. “We are optimistic that by the end of July, our database will be in full use and we shall write detailed reports and receipts for each tax payer,” added Ndoba The revenues collected are put on a the district joint account with Kigali city, where Kigali city gets 30 percent, the district gets 45 percent and the sectors are allocated 25 percent to facilitate their administrative tasks and supporting sector activities aimed at improving people lives. According to the new law, sectors are going to be getting an equal share of the budget allocations as opposed to the previous format where sectors where allocated according to their contributions to the district tax base.
